On a driving sim, I got the bus driver/dispatcher VO to cut through by sidechaining the engine bus to the VO in FMOD — compress the engine by about 4 dB with a 10 ms attack/150 ms release, then add a snapshot bandpass (300–3k) for that radio feel; it beat most “FMOD presets for voiceover tracks” in practice. Just watch your gain staging or you’ll get pumping on hard braking; FMOD’s compressor sidechain notes: https://www.fmod.com/docs/2.02/studio/effects-compressor.html.
